Making amendments to the Constitution of Ukraine should ensure irreversibility of the decentralization process and create conditions for the development of local democracy pursuant to the European Charter of Local Self-Government. The President of the Ukrainian Association of District and Regional Councils emphasized it at the solemn meeting of the Verkhovna Rada of Ukraine.

Sergii Chernov also highlights the need to:

  • сarry out clear division of the main responsibilities among the authorities;
  • enshrine a three-level format of administrative and territorial structure;
  • withdraw from the constitutional regulation of district and regional state administrations;
  • implement the right of district and regional councils to form their own executive bodies;
  • implement the institute of prefect.

The President of the Ukrainian Association of District and Regional Councils emphasized that sufficient material and financial resources should be provided at the legislative level for the local self-government to execute powers which are received as a result of decentralization. 

Besides, according to him, it is necessary to adopt the following laws:

  • “On Principles of Administrative and Territorial Structure of Ukraine” and “On Administrative and Territorial Structure”
  • New version of the law “On Local Self-Government”. More than thousand amendments were made to this legal act by 120 laws and seven rulings of the Constitutional court as of the moment of adoption of this legal act in 1997;
  • As well as “On Service in Local Self-Government Authorities”;
  • Complete electoral legislation to ensure representation of all communities in self-government at regional and district levels.
