Today, the Ministry of Regional Development together with Parliamentary Committee of State Authority, Local Self-Government, Regional and Urban Development conducted a video conference where they discussed pressing issues regarding formation of administrative and territorial units of subregional level. Representatives of the Associations of Local Self-Government Authorities, Regional State Administration, people’s deputies of Ukraine, scientists and experts took part in broadcasting. Position of the region and the Association of Local Self-Government Authorities in Kharkiv region was presented by Mykola Titov, First Vice-President – Executive Director of the Association.

Determination of well-founded territorial basis for the activity of local self-government authorities and executive power authorities are among the key tasks of the Reform of local self-government and territorial organization of power. Formation of the basic level of local self-government of communities is at its final stage, for the time being we need to form administrative and territorial units of subregional level.

That is why the participants of the conference discussed suggestions on criteria, on the basis of which a new division into districts and vision of functionality of the executive authority and local self-government at this level. In particular, 14 regions have already prepared their vision of future districts on their territory.

It was also said that as of this week, the Ministry of Development of Communities and Territories of Ukraine will start conducting video conferences with each region individually, involving all parties of interest. Besides, additional consultations will be held daily, as may be necessary, to prepare a draft law on administrative and territorial structure of subregional level and the subsequent format of work on it with the regions.

According to Mykola Titov, answering theses expressed by other video conference speakers, state authorities and local self-government authorities should jointly work on the territories with appropriate powers and their clear differentiation.

According to him, community cooperation can be implemented in accordance with current law, but it is not a decisive factor in development nowadays. If we analyze all cooperation agreements, their number and content, it becomes obvious that this mechanism is auxilary. The same applies to voluntary community unification. In the space of 5 years, 33% of communities have been voluntary united.

“As for the district level,” Mykola Titov says, “it is unclear how a district or, in other words, a district with population of 150,000 people will be engaged in spatial planning without an appropriate authority. I have great doubts that united territorial communities will take care of this. Everyone will assert priorities of their community. Therefore, there must be a structure that will take care of the integrated development of the territories of subregional level.”
