This was discussed at a meeting of the Association of local self-government authorities of Kharkiv region, which was held by Sergii Chernov in Derhachi.

Mykola Titov, First Vice-President and Executive Director of the Association, informed that almost 4,000 people in Kharkiv region are at risk of losing their jobs after the changes in the administrative and territorial structure due to the reorganization of village, district councils and administrations.

“In order to help with the further employment of former government officials, a meeting was held with the participation of Sergii Chernov, President of the Association, Chairman of the Regional Council, representatives of Kharkiv Regional Employment Center and Kharkiv Regional Institute of Public Administration of the National Academy for Public Administration under the President of Ukraine.

Based on the results of the meeting, two questionnaires were prepared for local self-government authorities in order to obtain information, analyze, prepare recommendations and find opportunities to help them through retraining or otherwise. In the decision made today for consideration of the general meeting, members of the Association are recommended to conduct such survey," Mykola Titov said.

Sergii Chernov, Chairman of Kharkiv Regional Council, President of the Association of local self-government authorities of Kharkiv region, stressed the need to develop mechanisms for settling personnel and property issues in the context of administrative and territorial reform.

"Unfortunately, the implementation of the reform and the election process took place at the end of the budget year. When forming budgets for the current year, no appropriate funds were provided. Therefore, it is necessary to find the possibility to pay those who are losing their jobs or offer employment in liquidation commissions, for example, or in other areas, where, in accordance with the requirements of the legislation and regulatory documents, work has to be organized. We have addressed the level of central authorities with relevant proposals," Sergii Chernov said.
